Last I tried you could via applescript enable/disable accounts. I had
request the applescript dictionary be extended to support that but I'm
not sure it's currently possible. I simply configure proxy for
existing accounts and enable and disable that for my needs.

I suspect what he wants to do is enable/disable certain accounts - I
have an xmpp account that's only reachable at work, and an AIM
account I only use for work, but I disable them most of the time
when I'm not there.
If that can be done with AppleScript, I'd kick him in that direction.
