Since the two commits of edk2(commit ID:
896907b53b94822a838653e5fbc69f5a16567a8d,
ca278f14c2fd0d849dfcb80788c919b1f4079611), the EFI Shell no longer
starts automatically; however, this functionality is required in certain
scenarios.
edk2-sct relies on this feature because the tests involve multiple VM
reboots, and execution can only resume via shell commands after each
reboot. I reverted those two patches to allow testing to proceed. So I
think we need some method can change the boot option attributes prior to
the build, without having to revert the patches every time.
