edk2-sct relies on this feature because the tests involve multiple VM
reboots, and execution can only resume via shell commands after each

I just opened this PR[1]. It introduces a new PCD called `PcdEfiShellAutoboot`:
when set to true, enables the autoboot for the efi shell.
Does that work for you?
