edk2-sct relies on this feature because the tests involve multiple VM reboots, and execution can only resume via shell commands after each reboot. I reverted those two patches to allow testing to proceed. So I think we need some method can change the boot option attributes prior to the build, without having to revert the patches every time.

I just opened this PR[1]. It introduces a new PCD called `PcdEfiShellAutoboot`:
when set to true, enables the autoboot for the efi shell.
Does that work for you?
