If you use WinCVS 1.2 (like I do) please make sure of 2 things:

a) you set the flag inside WinCVS to checkout in UNIX line ending mode
b) use an editor which is capable of opening, processing and re-saving
again files in UNIX line ending mode, I use WinEdit 2000.
