Are you on Cygwin by any chance?

I did spot your url - did you really want localhost:8080/wappush or should you be 
using localhost:8080/cgi-bin/wap-push.cgi ? (Sorry if you have deliberatly remapped 
ppg-url properly, but still worth pointing out..)
