I don't know what the trigger is, but GNOME Software doesn't ask you to do updates more than once a week. If you do 'dnf update' daily, yeah it'll find something to update most of the time. Once a week is still pretty frequent, but Software doesn't insist that you install the updates once they're available and downloaded.
