What's the point of allowing that format?
1. It destroys consistency (and the fact that the formats are now
   "suggested" rather than required do, too).
2. It omits information.
3. It can become really confusing if upstream switches to another revision
   control system with the same revision ID format (e.g., from one
   distributed SCM using hashes to another, e.g., git to hg or hg to git).

And also, why, if essentially the whole versioning guidelines were 
rewritten, was the opportunity not taken to also finally use the tilde in 
Version instead of the legacy Release hack?
