Because the maintainer enabled autokarma, which is always a mistake.

Updates should only ever be pushed after carefully considering the feedback 
inside and outside Bodhi, including the actual text of the comments, which 
the Bodhi software cannot fathom. Allowing a push to happen based only on 
the numeric score is always a mistake.

The decision when to push an update to stable should be made by a human. And 
the maintainer can only make that decision after the feedback actually 
arrived, it cannot be done in advance by setting some karma thresholds.
