treats "foo" as a module name. "dnf install" can not install packages
The final solution will be:
dnf install foo - install rpm package
dnf module install foo - install module
dnf install @foo - install module (if comps of the same name exists it install comps, otherwise module, or vice
versa, somebody from DNF team should clarify).
