(No idea why rc.local is not working for you.)

A simpler option might be to use add a tmpfiles.d entry:

# /etc/tmpfiles.d/sata.conf 
w /sys/class/scsi_host/host*/link_power_management_policy - - - - 
med_power_with_dipm
