But mock gets that from distribution-gpg-keys, which is maintained by
mock folks. fedora-repos doesn't matter there as far as I know?

I do see it has the broken f32 key.
Filed https://bugzilla.redhat.com/show_bug.cgi?id=1743422 to get that
fixed.
