I'd suggest "translating" the password between the default layout and all 
layouts selected in anaconda. Just recently, I found that the initramfs honored 
my anaconda key layout, but the rescue initramfs did not. I'd expect that in 
the common case, this would eat one extra luks slot, and could save a lot of 
head ache without meaningfully reducing security.
