This is what actually `fedora-upgrade(8)` does at the end of upgrade. The 
problem is that every release, we have some
fail-to-build package in the compose and the new release contains the package 
from the previous release. But they should
not be removed. E.g., In Fedora 32 is js-html5shiv.fc31
