I think it would be much better, but it would still not be possible to
start with blank table (what is actually antonym to filter, because that
was the first word which come to my mind).

The group owns all or nothing, depends on POV. The "provenpackager"
group should actually display all packages, but that would be unbearable
I guess.

I think the problem is the radio button. Since this is not filter, but
something which adds packages, then there should be toggle enabling and
disabling the group instead of the eye. Then there could be
toggle/checkbox "show all", which unchecked would mean show only my
packages.
