EPEL has been and always will be built on Red Hat Enterprise Linux.
The EPEL-Next initiative will allow for reconciling EPEL with changes
going on in RHEL as they're happening in CentOS Stream. That will
enable a valuable feedback loop to ensure RHEL doesn't break EPEL
unintentionally, and intentional breakage is managed effectively.
