I'd be open to putting some boilerplate at the beginning, although I'm
not convinced it would do much good for this particular problem.
Still, I doubt it would *hurt* anything. Aleksandra's suggestion is a
good approach.

I'm pretty sure I used to, but people were upset about how much space
it took in the subject so that you couldn't see what the actual
proposal was. And the word proposal *is* already in each subject line
(just at the end).
