Hi,
I think the 9 is a red herring,

On (also docker) Fedora 38

# dnf info texlive-was
Last metadata expiration check: 0:00:27 ago on Thu Apr 27 12:38:49 2023.
Available Packages
Name : texlive-was
Epoch : 10
Version : svn64691
Release : 65.fc38
Architecture : noarch
Size : 13 k
Source : texlive-2022-65.fc38.src.rpm
Repository : fedora
Summary : A collection of small packages by Walter Schmidt

The package seems to be there. There could a different dependency that's
blocking the upgrade of texlive*

Cheers,
Carlos
