I agree. It's not great, long term, but I think RHEL (for example) will want to explicitly opt-in to versioned symbols. If they're not optional, that would increase the probability that they would choose to backport individual fixes rather than rebase to a new version, and I don't want to force that choice on them.

I'll probably suggest that the expat developer choose some point in the future at which the feature will be mandatory and remove the build option after that date.
