The packages from yum.postgresql.org leverage
/etc/sysconfig/pgsql/postgresql-VERSION. Theirs also leverages PGOPTS
so one can set additional CLI options, say if you want to place your
config files outside PGDATA with "-c
config_file=/etc/postgresql/postgresql.conf".
