They are kept just like any other subpackages of a package. ;) 

So, if it's ever been a stable update or used in a final compose, the
package it kept forever in koji. Packages at final release are kept
forever. Of course for updates only the current packages are included,
so you could well have an update that isn't the current one that has no
debuginfo on mirrors, but you could always get it from koji.
