[Milkymist-devel] Mibuild : Support for Altera quartus toolchain

Hi,

While working with the de0nano and milkymist-ng I've added support for the 
altera toolchain in Mibuild.

Attached is the altera_quartus file, the crg file that has been modified to 
support active low resets, and the de0nano platform file.

Some functionalities are not implemented (compared to the xilinx_ise):
   - CRG_DS
   - Drive constraints
   - QuartusMultiRegImpl
   - QuartusMultiReg
   - Automatic environment configuration
