Qt still supports QGraphicsView upstream, and from a technical perspective, it is a matter of "just" putting a window on screen, so: possible to create an application? Yes. Still, you should be aware that if it is a lesser used(/tested) configuration, there is always a risk that you may face bugs. You also won't gain any of the Sailfish UI style/appearance without QML (unless you attempt to simulate it yourself).
