Also Exchange can do that; and even GMail to my knowledge. But it is unpractical to push the responsability to the end-user, why would it need to change then? It can just be how it is. I believe the idea is to improve the situation, for example one way could be to advice users to properly configure their mail clients with correct folders. I wonder, why do mailing lists to which you subscribe automatically configure a folder structure?
