Other large projects, e.g. https://kubernetes.io/docs/contribute/intermediate/#triage-and-categorize-issues use bots that act on issue comments for more fine-grained permissions than what GitHub supports. I think we already have something in place for buildbot. Maybe their tooling can be leveraged.
