Currently it only works with pools that don't contain any raidz/mirror
vdevs, but it would be an easy and reasonable change to allow removal of a
plain vdev even if there are mirror vdevs in the pool.

As someone else pointed out, if you have all mirrors, you could explicitly
reduce your redundancy by detaching one side of the mirror and then you
could remove the remaining plain vdev.  The issue with removing a mirror is
that you might have the correct data on only one side of the mirror, in
which case we would need to find it and copy it.  That's the part that
isn't implemented.
