A small thing, but I wonder if you're not getting too focussed on post  
codes. Seems easy to do in this group, but anyway...

You may well have groups of people that want to sign up for  
constituencies in which they don't live, and indeed the option of  
multiple constituencies implies that some will. It would probably be  
easier for them to simply choose the constituency than to figure out a  
postcode that maps to it as suggested in the google doc spec. Indeed  
might be easier to just have everybody pick the constituency or  
constituencies they want to work in -- which would also eliminate all  
future work of keeping the post codes to constituencies mapping up to  
date, though it would also increase the importance of letting people  
manage their own sign-up commitments to change constituency if they  
wish to follow shifting borders...
