No, you're still up against the Ordnance Survey "derived data" trap. The
BC draws its boundaries on OS maps, making the data crown copyright.

If you look at a BC report, you'll find something like:

"This book is reproduced from Ordnance Survey material with the
permission of Ordnance Survey on behalf of the controller of Her
Majesty’s Stationery Office © Crown copyright 2007. All rights reserved.
Unauthorised reproduction infringes Crown copyright and may lead to
prosecution or civil proceedings."
