Boundary-Line was released as part of the OS OpenData on 1st April. As I
said previously, I wrote some sample code that imports some of
Boundary-Line that should be easy to build on at

I just added 10 lines of code to do point -> council lookup
e.g. http://boundaryline.dracos.vm.bytemark.co.uk/400000,300000

That's not an official service, or a lookup, that's just an example of
how you can make your own.

What I'm actually doing is trying to determine which local authority is
responsible for planning permission for any particular listed building,
the location of which is officially defined by OS grid reference rather
than an address
