Is there a lookup table available to map codes in this dataset to
whatever they mean?

If the areas are ones in mapit (e.g. wards), then you can look them up there. Other lists of codes can also be found on the ONS site, although they appear to be the old codes (ONS changed all their codes at the start of this year) e.g.

It looks like you have to ask for a URL to get the current Code History Database that has all codes in it. OS have a mapping of some old->new codes here: http://www.ordnancesurvey.co.uk/oswebsite/products/boundaryline/techinfo.html
