They do not (as far as I am aware). The geocoder you refer to mentioned in the Maps T&C is this one: http://developer.yahoo.com/maps/rest/V1/geocode.html . The geo API stuff is separate from Maps - Yahoo Maps API is disappearing in September, the geo APIs are not.

Nobody I can find offers a decent, free, international geocoding service,
that isn't rate limited, and you can use for any purpose. The best you
can get, even paying, that I can see, is geonames.

OpenStreetMap has http://wiki.openstreetmap.org/wiki/Nominatim and MapQuest have their own version at http://open.mapquestapi.com/nominatim/ which as far as I can see is free, international, not rate limited, and not restricted. Decent obviously depends on the coverage.

The Flickr API has geo functions too, that might be suitable for what someone needs.
