Section 6 of the Freedom of Information Act 2000:

http://www.legislation.gov.uk/ukpga/2000/36/section/6

only applies to a company owned by a single public authority rather
than a collection of public authorities. This is a well-known loophole
(because the drafters of the act didn't, presumably, take advice when
drafting it).

To be fixed in the Protection of Freedoms Bill:

http://www.publications.parliament.uk/pa/bills/cbill/2010-2012/0189/cbill_2010-20120189_en_17.htm#pt6-pb2-l1g99

we hope. I think TS is to be thanked for that.
