I've seen situations where a public body outsources an entire function to a private sector company (or spins off the function as a private sector Joint Vehicle company with a private sector partner) then refuses to supply information under FoI by saying either that's an internal matter for the private sector company/JV for details and that the total spend is commercially confidential for the private sector company.
