Whoever wrote the report (which will probably be a group of people)
will be its author. If they did so in the course of their employment,
their employer will be the first owner. I doubt copyright in company
reports is often assigned. That means that, except for reports
prepared either by the Crown itself or by people working for the
Crown, Crown Copyright won't apply.
