The arguments (at least the ones I've seen) don't say that it is *designed*
to close up existing open datasets. They do say however that it will set an
example, a locus, and a mechanism for those in govt (central & local) who
don't wish to open up their data, and who aren't currently part of the
shareholder executive, and we're already hearing mumblings of this
happening.

Given that the consultation excludes governance (see my post about this),
and that this and the principles under which it operates will be the most
important things about the PDC, I shall be responding about this rather than
the questions asked.

You, of course, should read the consultation, think through the likely
consequences, and make up your own mind.
