As only a casual user of whatdotheyknow.com I'm a bit of a lurker here,
but I enjoy the discussion.
Anyway, having scored my first success with an ICO judgement against my
Town Council, I then realised that there wasn't really any way to cheer
about it on whatdotheyknow.com, other than annotating the original
status. Of course, the Council have to respond with the information or a
valid refusal and no doubt they will spin it out as long as possible...
