I certainly don't cover my hosting costs from the Apache logs, but Facebook and Google are doing quite well from the volunteer labour of web browsing. I suspect this proposal is targeting those sites more than it is targeting me. Obviously I'll be able to invoice the data co-op as I'm currently paying it without appreciable return.
