I think https://crowdmap.com/ would be even better - It's a hosted version of Ushahidi and doesn't require any setup and can be used by non techies.

My guess is that someone with the technical nous could build a quicky site like this pretty easily using Mapit and other bits of existing kit. Unfortunately I am not that person (although keen to learn!). They are looking for written evidence in September-October so it is really is something to be done quickly or not at all.
