I don't think Ushahidi/ crowdmap is the right tool, because I don't
want the map to show the data as individual pin points, but as a
colour coded shading to indicate the average of ratings per ward or
per council (or ideally per pct, but per council is probably close
enough).

I think I need something more like Openheatmap, which can do this.

So I think what i need to do is:

1) Write some simple questions with numerical rating answers (i can do this)
2) Set it up as a google docs survey that generates a spreadsheet of
answers (I can do this)
3) Use Mapit to cross reference the postcodes people enter with the
administrative boundaries and create a new spread sheet (I don't know
where to start with this)
4) Use openheatmap to create the display (I think i can do this)

So (if this is right) what i really need help on is step 3.
