Thanks all. I don't think Ushahidi/ crowdmap is the right tool, because I don't want the map to show the data as individual pin points, but as a colour coded shading to indicate the average of ratings per ward or per council (or ideally per pct, but per council is probably close enough).
I think I need something more like Openheatmap, which can do this.
