Actually, the best protocol for that is qotd as described in RFC 865.

For those on Windows platforms, this is supported via the Simple TCP
services.  The file used is %systemroot\system32\drivers\etc\quotes

Here is a quick thing which will impress future site admins. Get a bunch
of Dean quotes, put them in a fortune file and have a random quote. Of
course this won't work on Windows servers so you could make it database
driven. And having said this on this list I'm sure someone will say "we
can use RSS..."
