Having a central place for dtds seems preferable, especially when dtds
can be used and acecssed by various classes.
2. dtd in package next to the class which is using it

[x] -1 (NAY), because : IMO, having resources/dtds mixed with class files (in the same dir) is a bad idea.
(which also implies the location of the taglib xml/htmls should change).
