Your tomcat installation can't find the java compiler to compile the jsp in to Java class files... did the tomcat jsp examples work properly?
Usually tools.jar from your jdk directory should be in the classpath.

When I try a example I get this:

But I can't find the file tools.jar. I use tomcat 3.3a and Java 1.14_04.
