I don't think we should put vague interfaces back.
If we want to properly clean the code, this is not a good start - if
this is a precedent it means we will never get rid of code that is
currently in use, even if it is 'bad' code.
In agree we need a fix, but I suggest we look for a constructive
aproach, using existing, generic, interfaces instead of the (specific)
CounterInterface.

Don't give it more importance than is has.
Scan will probably be separated from the MMBase repository soon. The organizations still using scan will ensure that it keeps running. In my opinion it makes no sense to introduce different more 'generic' interfaces that will not be used anymore. If somebody has time enough to clean scan related code i will encourage it. But for me, the scan code is deprecated and just has to run.
