because MMBase 1.7 will be released as a zip file containing the MMBase core with some MMBase applications. Many people are going to download that zipfile, and you want to make sure that everything in that zip is stable.

So I think it make sense to branch the core and the apps for now to make the release. But soon we have to discuss how we are going to handle the applications separately, and how they are going to be release them separately.
