I agree on the suggestions. Regarding email and Vwms: useful as these may be, these are definitely not core, and this is a fine time to cut them apart.
What's the idea regarding the Tools application? Seems to become an incoherent collection of legacy code. If it can be split in smaller more coherent units, I would prefer that.
