Excellent - thanks for your reviews. As far as I can tell, the role required to actually enable the "git vetted user" permission on drupal.org is the "user administrator" permission, which is pretty wide-reaching and a bit hard to give out. That's why I asked for somebody who'd been around for a long time and had a well-established reputation - thanks, Laura!
