I copied the entire contents of
/etc/e-smith/templates/var/spool/smtpd/etc/smtpd_check_rules/
to
/etc/e-smith/templates-custom/var/spool/smtpd/etc/smtpd_check_rules/
I then modified the existing template files

I then ran
/sbin/e-smith/signal-event console-save
Now I know there is an easier way.
