How did you make the change? You should have created

    /etc/e-smith/templates-custom/var/spool/smtpd/etc/smtpd_check_rules/

Then in that directory, created your rules with the appropriate file
names, eg

    17local-rules-hacked-by-dean

and then run

    /sbin/e-smith/expand-template /var/spool/smtpd/etc/smtpd_check_rules

Then the next time smtpd was started, it would have honoured your new
rules.
