for those interested,

I was able to get an irc server up and running on a 4.1beta3 server. I tried
two different ircds. the first of course is the ircd-2.10.2-17-i386.rpm.
this is the standard ircd
and while it worked, it was a bit of work to get it configured. the other is
perl ircd http://pircd.sourceforge.net/. this was simple to install and
configure.
it was exactly what I was looking for, a local irc server. these are the
only two I could find that did not require that you compile them. which is
great since e-smith does not have compilers installed.
