Yes, PHP runs as the same userid as the web server, hence www in version
4.0 and earlier, and admin now. That userid does not have the required
privileges to add users, write configuration files, restart daemons etc,
etc. The current perl CGI scripts run with root privilege, and can do all
these things.

Remember also that for most of its life the system did not even have PHP
installed.
