I can confirm this situation.
I used a fresh, default install of e-smith 4.1.2 and a workstation with a
fresh install of RedHat 7.1. If you wish, I will send you a screen capture.
I have had problems with Konqueror in the past in that any page that should
have had a "Click here to add a new..." at the top would have nothing there
at all.

No, they look the same as the other sections, they just go to the wrong

It *may* be something to do with the sizing on the e-smith logo... when I
click on a link in security, it seems to highlight a box around the logo
extending across the entire frame and down to the bottom of the Security
panel...

I've noticed that some of the KDE utils do seem to be a little buggy... the
only reason I use 'em is because they integrate so well in with KDE...
